Compliance center - Long framework names should trunate/wrap

What / Why

Discovered as part of !133549 (comment 1605701833)

We allow compliance framework titles to be 255 characters long but the UI doesn't properly handle the long titles. We should investigate truncating or wrapping the text when they reach the end of the viewport.

When the badge is truncated we should add the title in popover

There should be max-wdith for both the column and compliance framework label
