Update schema for clusterwide tables in importers

These tables have been identified as clusterwide tables. They were selected because they have a NOT NULL foreign key to users, and no foreign keys to any other tables.

We have assigned a random backend engineer from groupimport and integrate to review these changes. Please confirm that each table should indeed be clusterwide. When you are finished, please request a review from the database maintainer suggested by Danger.
