Increase duration on expectation

What does this MR do and why?

The clickhouse feature flag has been toggled and by switching to ClickHouse we face about 3-4 minutes of data lag which could impact the expected duration on our spec. This is increasing the time and capping at 4 minutes. See more at: #443294 (closed)
