Copy VSA query params to issue analytics link

What does this MR do and why?

This MR copies the selected filters params from value stream analytics to the issue analytics located in the lead time popover.

How to set up and validate locally

1. Ensure that you're on ultimate on premium
2. Go to a group, Analytics > Value Stream
3. Create a value stream and stages (doesn't matter which ones)
4. Refresh the page so the filter bar loads
5. Select a label or other filters
6. Hover over Lead Time and click the link.
7. Issue analytics page should load and you should see the same filter params
