ci: Detect flaky tests in .gitlab/ci/rails/shared.gitlab-ci.yml

What does this MR do and why?

This moves the call of flaky-test-issues into .gitlab/ci/rails/shared.gitlab-ci.yml where other similar reporting scripts are called.
