Resolve "Improve Dependency Proxy User Interface"

What does this MR do?

The UI of the dependency proxy page has been updated in the following ways:

• Added an Enable proxy heading above the toggle
• Added a copy button next to the URL text field
• Removed the save button
• Toggle behaviour updated to automatically post the form on change
