The flag was introduced, disabled by default with !41301 (diffs) on 2020-09-10
It was enabled globally on GitLab.com on 2020-10-15 10:33 UTC: https://gitlab.com/gitlab-com/gl-infra/feature-flag-log/-/issues/?search=usage_data_api&sort=created_date&state=all&label_name%5B%5D=host%3A%3Agitlab.com
It was then enabled by default by !45004 (merged) on 2020-10-15, deployed to production on 2020-10-16 around 10:28 UTC
