WIP: Implement endpoint to proxy HTTP request to services running in builds
What does this MR do?
This is a follow-up MR for https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/9723.
In this MR we add the necessary endpoint to proxy regular HTTP requests.
