When creating a new issues/merge request with a time estime, no system note was being added regarding the estimate.

How to set up and validate locally

  1. Create a new issue and include the /estimate 1h quick action
  2. See the system note appear on the new issue: Administrator changed time estimate to 1h 1 minute ago
