Add DependencyList usage ping

It should be merged only after https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/13918

This MR adds a counter for DependencyList endpoint. It's heavily based on other Usage Counter https://gitlab.com/gitlab-org/gitlab-ee/commit/2a59235dd567c5c3e805c5d1699360cdde211f29
