Set restict CI_JOB_TOKEN FF by default true

On the 3rd of November, 2023, MR was rolled out, which brought the limitations on the usage of CI_JOB_TOKEN for both public and internal projects. Additionally, a global feature flag named restrict_ci_job_token_for_public_and_internal_projects was activated globally on the same day and new restrictions were thoroughly tested.
