Update feature categories to 2023-10-27

What does this MR do and why?

Closes gitlab-com/gl-infra/scalability#2576 (closed). Depends on gitlab-com/runbooks!6505 (merged).

• application_performance has been renamed to cloud_connector
• billing_and_payments has been renamed to subscription_management
• authentication_and_authorization is now split into two groups
