Add new feature popup

This commit adds back the changes for the Vulnerability Report Grouping new feature popup. It also includes a fix for the failing QA spec.

How to set up and validate locally

1. Enable the :vulnerability_report_grouping feature flag
2. Fork https://gitlab.com/gitlab-examples/security/security-reports/
3. Run a pipeline against default branch to populate vulnerabilities
4. Go to Secure > Vulnerability Report
5. See the popper
