Description

We want to remove all callers to NamespaceService. After looking at the usages of legacy_namespace.rb and Gitlab::GitalyClient::NamespaceService and found the following usages:

Groups::DestroyService which is under group_and_projects category which belongs to grouptenant scale group.
Users::DestroyService which is under the user_management category which belongs to ~"group::authentication and authorization" group.
