Move the CI/CD catalog to be a Premium feature
What does this MR do and why?
The CI/CD Catalog is currently behind a FF called ci_namespace_catalog_experimental that is enabled on .com, but not for self hosted. As we are preparing to release the feature, it has been decided that instead of making the Catalog an ultimate tier feature, it would be a premium tier instead.

How to set up and validate locally
- Enable the FF:
ci_namespace_catalog_experimental - Access a user with a premium license
- Go to Build -> Editor
- Click on the CI/CD Catalog button
- Notice that you can navigate to the Catalog page
