What does this MR do and why?

Add geo_proxy_fetch_direct_to_primary feature flag to toggle Git fetch over SSH behavior in GitLab Shell.

There is no new behavior in GitLab Shell yet. That will be implemented in gitlab-shell#656 (closed).
