What does this MR do and why?

Make license report path link to the correct pipeline.

Previously, it always linked to the target project, even if the pipeline ran in the source project.

I encountered this on this MR: gitlab-runner!4220 (closed), where the "Full report" button does not work

How to set up and validate locally

I'm not sure about the best way to get this to show up locally, even with EE enabled, as I do not use the feature myself.
