What does this MR do and why?

Adds support for adding emojis to comments on designs similar to other commenting experiences.

Screenshots are required for UI changes, and strongly recommended for all other merge requests.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. Make sure you have design management feature available in your project, refer to documentation for more details.
  2. Once designs are enabled, upload a supported image to any issue.
  3. Open the design and leave a comment.
  4. See if emoji picker is available on note actions similar to other commenting experiences across GitLab.
