Corrects help links in Service Desk vue app
What does this MR do and why?
With Remove custom address wording for service_desk_... (!124359 - merged) we changed the wording for service_desk_email from "Custom email" to "Additional Service Desk alias email". That also changed headlines and anchors. The Service Desk vue app on the settings page links to those pages, so we need to update those anchors. This MR adds the correct anchors to the help links.

How to set up and validate locally
- Browse to the general settings page of a project and expand the Service Desk section.
- Find the links to the documentation and see that the anchors work now.
