Fix for avatar cache not clearing on update

What does this MR do and why?

Discovered as part of !121130 (merged) that the avatar cache was not being cleared correctly due to oddities in how callbacks are handled with carrierwave records. This moves the implementation to the uploader and adds specs to ensure it is working.
