Improve merge requests dashboard titles

What does this MR do and why?

This MR adds 'Review requests' and 'Assigned merge requests' titles to the corresponding merge request dashboard pages.

This MR also conflicts with Create a new button group on the Merge Request ... (#399205) which is not in an active development phase right now.
