Update internal k8s API to use low urgency

With our Remote Development • Workspaces Beta (&10122 - closed) deployment, we have an API above its threshold for spending. For the moment while we work towards Remote Development • Workspaces GA (&10372 - closed) and improving this API, we will lower the threshold for the spend.
