Language for workspace creation should not include Premium
What does this MR do and why?
Describe in detail what your merge request does and why.
I'm testing the remote development workspace creation, and found it irritating that the create form says You can create a workspace for public Premium projects only.
. This could suggest that it does not work for Ultimate tiers.
This MR changes the wording to You can create a workspace for public Premium/Ultimate projects only.
Screenshots or screen recordings
Screenshots are required for UI changes, and strongly recommended for all other merge requests.

Thanks for the suggestion @dnsmichi! We had intended to fix this but it looks like it didn't get merged. @ealcantara unless there's more to it, we can just use this MR and get the change pushed out in the next release.
I left one suggestion - to leave the tier out entirely.
