What does this MR do and why?
This reverts merge request !101795 (merged), we updated the copy in the admin's user cap by mistake where it should be added to the group's user cap.

How to set up and validate locally
- Login as
root - Navigate to the admin area > Settings > General (e.g.
http://gdk.test:3000/admin/application_settings/general) - Expand Sign-up restrictions
- Observe User cap form field
