Update user cap's description
What does this MR do and why?
It updates user cap's description, allowing users to be aware that whenever they're removing a user cap for a given group, users should know be aware of that these sharing settings should be re-enabled manually.

How to set up and validate locally
- Make sure you're not running gdk as SaaS
GITLAB_SIMULATE_SAAS=0 gdk restart - Login as
root - Navigate to the admin area > Settings > General (e.g.
http://gdk.test:3000/admin/application_settings/general) - Expand Sign-up restrictions
- Observe User cap form field
