Remove license compliance configuration

Remove license compliance configuration
- per the conversation at !116507 (comment 1359542681), either this tab needs to be removed or updated to track license approval policies
- since we are mid-%16.0 and the backend is still busy working on removing other portions of license compliance, I think it would be easier to remove this feature and decide later what to do with it, so that we still have a change to deprecate it in %16.0
- remove tab
- update tests
- NOTE: This MR does not change the backend as there is a chance we will add this tab back with a modified backend
