What does this MR do and why?

Removes DORA metrics tiles from all VSA overview pages (Group, Project) and FOSS Project stage view after VSD was moved to open beta.

How to set up and validate locally

  1. Please make sure that you're on an Ultimate plan.
  2. Feature.enable(:vsa_group_and_project_parity)
  3. Visit VSA for any group or project and seed data if necessary.
  4. Verify that the DORA metrics are no longer there.
  5. Repeat steps above for FOSS Project VSA
