VSD - enable the flag by default (Moving to an open beta)

Following this comment, we are moving Value Streams Dashboard to an open beta.

Once we complete VSD the VSD - Rename URL (#390384 - closed) and VSA - adding drill-up link to VSD comparison page (#388286 - closed) we can enable the flag by default in %15.11
