Backport Broadcast messages fix for firefox dates and relative root url

What does this MR do and why?

Combines the fixes from !115901 (merged) and !116161 (merged) (due to use of helper method, combining them as 1 here).

Fixes self-managed raised issues for #396368 (closed) and #397678, so we want %15.10 to get these fixes as well so customers can get fixes before the %15.11 release.
