What does this MR do and why?

Reverts back to using archive/zip, which we had replaced with our own fork of the package due to a bug in Go 1.17.

How to set up and validate locally

When we fixed the bug, we added a test TestMinimalRangeRequests that ensured we were fixing the bug. This should pass for go versions 1.18+.
