What does this MR do and why?
It fixes the project link on dismissal notes, which gets rendered within the finding modal on the pipeline security tab.

How to set up and validate locally
- You'll need an EE License
- You'll need to have runners enabled (See $2408961 for setting up a runner)
- Import https://gitlab.com/gitlab-examples/security/security-reports
- Run a pipeline on master
- Go to the pipeline's security report tab
- Click on a finding and dismiss it
- Open the same finding
- Within the dismissal history click on the project
