File-by-file: Add an action to load a single file at a time
What does this MR do and why?
This MR prepares a new action for loading a single file instead of all of the files by batch.
Why
Context
For #337263 (closed).
We are making File-by-file view mode much more useful by only fetching the single file that you are trying to view at any time.
In extreme cases, if the file you are viewing is the last in a long list (say 100s or 1000s of files), batch-loading the diffs could introduce an extremely noticeable delay before your single file is loaded and displays while the app loads tons of files you have no interest in.
The above issue - and this chain of MRs - will resolve that problem by loading only the file needed to display.
Specifics
Until now, we've always loaded all files at once (in batches).
This change adds a Vuex action which allows a single file to load.
Notably, the only way this will typically occur is when the currentDiffFileId has been updated to a file that hasn't yet been loaded.
In a single circumstance - when the app first starts up - there may not be a currently set ID, so when we load a file, we'll also set the current ID to the first file.
Roadmap
