Remove serverless models, modules, and specs

Why

We are removing the remaining Clusters::Applications code. It is no longer used. See Clusters::Applications models removal (#388696 - closed)

Some of that code is a dependency for Serverless code, but this Serverless code is also deprecated (see this comment)

This MR is currently exploratory to see what all is involved with this removal. It's already grown so large that likely it would need to be split up into multiple MRs.

What

This merge request removes serverless code.
