Resolve Invite modal not working when new nav is enabled
What does this MR do and why?
- fixes bug described in #393653 (closed)
- general improvement for placement of the invite members modal
Note: invite members modal testing wise was tightened up in !111976 (merged) and I'm not sure this warrants specific 'super sidebar' testing as that would be an overall 'super sidebar' initiative.
no changelog since super sidebar is behind a feature flag

How to set up and validate locally
- Ensure the new navigation is enabled: [docs]
- Go to the members page of a project(or group) you have ownership or maintainership rights to.
- Click the "Invite members" button.
