Allow user to toggle labels on Roadmap

What does this MR do and why?

Add a setting on Roadmap to show labels on epics.

How to set up and validate locally

  1. Ensure you have some epics with and without labels, with start and end dates.
  2. Visit Roadmap
  3. Open settings sidebar
  4. At the bottom of the sidebar, click on Show labels toggle
  5. Labels should display under epic timeline in epic details
  6. Refresh the page to ensure the setting gets persisted
