ci: Increase parallelisation of frontend-fixtures and jest jobs

What does this MR do and why?

While reviewing &5987 (closed), I noticed that some critical jobs could be parallelized a bit more to improve our timings.

With this change:

  • rspec-all frontend_fixture now takes around 5 minutes (7.2 minutes before)
  • jest now takes 19-20 minutes (19 minutes before)
