Add issue templates for release group

What does this MR do and why?

Adds issues templates for ~"group::release". We very often create issues ourselves(breaking up epics, finding bugs, creating follow-ups, etc...).

These templates try to accomplish a few things:

1. nudge team members to properly set all the labels
2. ask for adding weight right away. Very often engineers can weigh issues when they create ones.
3. encourage adding Seeking community contributions labels.
