Send installed hook for JiraConnectInstallation updates

What does this MR do and why?

This is currently based on !101702 (merged) and can be rebased on master once the other MR is merged.

Jira can send installation events for installations that already exist. We can consider it an update action. If the installation serves as a proxy, we have to forward the update to the self-managed instance.

This is part of the jira_connect_oauth_self_managed feature, which is still disabled.
