Automatically create an issue per test failure

What does this MR do and why?
This MR enables the creation of issues for each test failure in the master branch pipelines.
This depends on !110405 (merged).
I think it would be good to start creating the issues in the playground project (https://gitlab.com/gitlab-org/quality/engineering-productivity/flaky-tests-playground/-/issues) so that we can see the amount of issues created and detect early improvements before we create the issues in the actual gitlab-org/gitlab (or another final issue tracker).
