Update the user guide for creating a blank project

What does this MR do and why?

User Guide: Create a blank project

This merge request updates the guide by:

  • removing instructions that mention the Project Description text box which has been removed in !93726 (merged).
  • renaming Project target to Project deployment target to be in sync with the user interface.
