Pay for CI consumption on GitLab.com for Free

Overview

Free users are costly for GitLab.com and we should consider how we may be able to reduce the expense of supporting this segment of our userbase. One possibility is to remove free CI minutes with no paid requirement from the user, and make these only available for paid consumption (at a generous rate). We state that public projects are given Gold tier status including a set amount of CI minutes but it was discovered that we don't apply or enforce those limits.

Proposal

• Remove the free minute allocation for Free plans.
• Introduce a $5 plan to get an large one-time allocation of CI minutes.
  • Additional minutes would be charged at the standard rate in https://gitlab.com/gitlab-org/gitlab-ee/issues/3314.
