Notify users when a vulnerability fix is automatically merged

Problem to solve

Auto Remediate aims to automatically fix security vulnerabilities as soon as they are spotted. This is great, but users probably may need to be notified that GitLab changed their codebase.

Proposal

Implement notifications to users when a MR created by Auto Remediate is merged.

Notifications may be in different forms: emails, todos, maybe Slack messages leveraging the Slack integration service. If an issue is linked to the fix, a system note (or comment) in the issue could be a good idea.
