Reorder group badges

Problem

Badges can be added to groups or projects. #20752 is adding a mechanism to the UI to reorder project badges. We should do the same for groups.

Implementation Guide

Allow for the ordering of badges in Groups > Settings > General > Badges

• Update card styles to use gray background in body and white background in header (copy Labels styling)
• Add ability to drag and drop the same way you can drag and drop prioritized labels
  • White background on hover
• Nice-to-have Move both edit and delete` actions into ellipsis dropdown menu (like labels) - no longer needed, see !182136 (comment 2368650384)
