Creation of child epics beyond 7 levels is failing

Summary

In work items, when attempting to add an 8th level of nesting (which should be allowed since WI support 9 levels of nesting), the system appears to not respond (create new child) or throw an error (add existing).

As per this slack thread this occurs because the syncing to legacy epics doesn't allow more than 7 levels of child records.
