Group level issues parity: Comprehensive Review and Identification of Remaining Tasks

With epics to work items closer to completion, we need to evaluate what else will be remaining for other group level work items, particularly the work item type ISSUE. This issue aims to review our current features, identify discrepancies with project-level ISSUE work items, and highlight areas lacking parity. The insights gathered will guide critical decisions regarding further needs and adjustments.
