Dogfood CI/CD Components/Catalog for Incubation

Summary

Coming in FY24, the grouppipeline authoring will be rolling out the Component Catalog feature which is outlined in this slide deck. The iteration and release are described in the main epic. Additional documentation can be found here as well.
