VSA - adding drill-up link to VSD comparison page

Problem

When investigating a single stream in VSA, users need the option to drill up into the VSD to have a comprehensive view across teams and projects.

Additionally, we need a unified flow between VSA and VSD to introduce a complete Value stream management experience. It is already possible to drill down from VSD to VSA.

Proposal

1. In the VSA Overview page add Drill-up link to VSD comparison page.
2. Title: Related
3. Text of the link: Value Streams Dashboard | DORA
4. Adding the dashboard icon at the end of the text.

4. The link will inherit the group and project from VSA.

   4.1. When user open project-level VSA - the drill-up link will be into URL for the Comparison widget filter for that project (also displaying the group table).

   4.2. When user open group-level VSA - the drill-up link will be into URL for the Comparison widget filter for that group.

   4.3. When user open group-level VSA - and filter the VSA for a specific project (e.g. project_ids[]=278964) the drill-up link will be into URL for the Comparison widget filter for that project (also displaying the group table).

5. GitLab Premium - hide / disable the "drill-up" link for FOSS / users without a license.

• Once we have the drill-up option to VSD, we can remove the DORA tiles from the VSA Overview page. Out of scope for this issue.
• Previous Nick’s figma suggestion.

Future iterations

1. Add link to DevOps adoption report.
2. Add link link to Boards.
3. Add link to Insights reports.
