Service Desk new email address style does not accept incoming emails

This seems to be happening when using an outside email address, not a gitlab (or maybe a non-gitlab user?).
I think I used the new. But I just tested it again. With my GitLab email address both target addresses work as expected. I also tried one of my private email addresses and only the incoming target address worked here (like you described).

Note that in that project, if you go to the General settings for the project, and go to the Service Desk section, it gives both email address - the new "style" is listed in the text field, and a help message mentions the old style.
