Add :active attribute to SCIM API

Problem to solve

The get SCIM identities for a group endpoint includes users who have active or inactive SCIM identities. A group owner would benefit being able to distinguish between the two states as a user can no longer be a part of their group but still have a SCIM identity.

Proposal

Expose the :active attribute for SCIM identities in identity_detail.rb and add functionality to filter the results on this field.
