Add EE only License Compliance widget telemetry

The license compliance widget metrics are in CE as part of this MR !96538 (merged) because we cannot aggregate in CE and EE at the moment. #369058 (closed) fixes this. This issue is to migrate the license compliance mr widget telemetry.
